We use portable electrical appliances such as microwaves, heaters or power tools on a daily basis, often for short periods of time. We expect these appliances to work as they did last week but sometimes they don’t. Incidents involving electrical appliances include melted plug sockets and water spillages. Policy HS 023 Electrical Equipment seeks to reduce the risk of electric shock and other electricity-related incidents by implementing sensible planning and precautions. It covers all portable electrical equipment used by Somerset Council employees, excluding infrastructure for electricity distribution such as distribution (fuse) boards.
Guidance
Specific guidelines are provided for various types of equipment, including drills, power tools, kitchen appliances, vacuum cleaners, ICT equipment, and extension leads. HS 023 Electrical Equipment emphasizes the correct use and regular inspection of extension leads.
Checking Portable Appliances
PAT testing alone will not keep everyone safe. When using electrical equipment you must carry out a simple visual check before use; this involves spotting obvious defects such as, cracks in casings, damaged lead insulation and overheating. Comprehensive guidance F23a indicates a minimum annual inspection is required for all devices issued to staff including equipment provided for working from home such as monitors, laptop chargers and printers. Inspection checklist F32b assists staff undertaking this formal inspection.
